Alan Stone, Vice President for Government, Community, and Public Affairs

Alan Stone is the Vice President for Government, Community and Public Affairs and oversees Harvard's relations with all levels of government - federal, state, and local; coordinates a wide range of activities involving the University's neighboring communities; and manages communications and media relations. Prior to coming to Harvard in November 2001, Alan served as vice president for public affairs at Columbia University.

Alan has extensive experience at the federal level, having served as the legislative director to a U.S. senator, staff director to two congressional committees, and counsel to a third. He also directed the Senate Select Committee on Nutrition and Human Needs during a time in which the national commitment to anti-hunger efforts increased substantially. He has served as a senior adviser and speechwriter for political and civic organizations, including working as a speechwriter for President Clinton during his campaign and tenure in the White House.

Alan earned his B.A. at Miami University in Ohio in 1966 and his law degree at George Washington University in 1969. From 1970 to 1972, he served as a VISTA attorney in Worcester, Mass., and in 1972, opened a rural legal services office in Colorado. As part of his work with the Senate Nutrition Committee, he helped develop a number of anti-hunger initiatives, including the Women, Infants, and Children program (WIC).

Kevin Casey, Associate Vice President

As Associate Vice President for the Office of Government, Community, and Public Affairs at Harvard, Kevin is responsible for the day to day administrative operations of the department, all of Harvard's government relations activities in Washington and he oversees representations on Harvard's behalf to the state of Massachusetts in regulatory and legislative matters. He specializes in legislative and regulatory issues relating to basic research, intellectual property, technology transfer and many miscellaneous matters, including immigration policy. He has been with Harvard since April 1989. Prior to joining Harvard, Kevin served as the Boston office Chief of Staff to Massachusetts Congressman Edward J. Markey. Earlier Kevin was the Staff Director of the Massachusetts State Legislature's Joint Committee on Commerc! e and Labor. Kevin is a graduate of Merrimack College and The New England School of Law and was admitted to the Massachusetts Bar in 1989.

Suzanne Day, Director of Federal Relations

Suzanne Day is a Director of Federal Relations for Harvard University in Washington, D.C. focusing on higher education and student aid related issues. Suzanne joined Harvard's Office of Government, Community and Public Affairs in June 2000. Before this time, Suzanne was Democratic staff director of the Senate Subcommittee on Children and Families of the Committee on Health, Education, Labor and Pensions for ranking member, Senator Christopher J. Dodd (D-CT). Her primary responsibilities for Senator Dodd included handling all legislative issues related to education, Head Start and family and medical leave as well as coordinating children's policy issues overall. Suzanne was with Senator Dodd for over nine years and worked in the Senate for a total of 14 years, including service with Senators Spark Matsunaga and Tom Eagleton. Suzanne is a Phi Beta Kappa graduate of Pomona College in Claremont, California and was raised in Guam.

Jon Groteboer, Assistant Director of Federal Relations

Jon returned to Harvard’s Washington D.C. office in 2008 to become Assistant Director of Federal Relations. As Assistant Director, Jon focuses on the federal budget and appropriations, as well as issues related to science and research, international education, immigration policy and intellectual property. Originally hired in 2003, he first served the office as Staff Assistant and later as Legislative Analyst, a role in which he provided legislative tracking, research and writing support for senior staff. Jon is a 2002 graduate of Carleton College and holds a Master’s degree in International Affairs from Columbia University’s School of International and Public Affairs.

Kristen Elwell, Legislative Assistant

Kristen Elwell serves as Legislative Assistant within the Office of Government, Community and Public Affairs. She joined the office in October 2004, and is responsible for providing research, writing, and editing support, as well as managing the day-to-day administrative tasks for the Senior Director of Federal and State Relations. Before this time, Kristen served as an AmeriCorps* VISTA with the Boston Retired and Senior Volunteer Program. Kristen is a 2003 graduate of American University, where she graduated with a Bachelor of Arts degree in an interdisciplinary program of Communications, Law, Economics and Government.
